Cloudflare's 1.1.1.1 resolver validates DNSSEC signatures using ML-DSA-44, a post-quantum cryptographic algorithm standardized by NIST. ML-DSA-44 signatures are large (2,420 bytes), so the resolver falls back to TCP when DNS responses exceed UDP packet limits. During migration, zones must publish both old and new signatures, which creates a downgrade risk where attackers could exploit the weaker ECDSA signatures.
